I really don't see why you are even remotely complaining. Depending on how long of a QA/etc cycle they have, they can have that next bit of content done really fast if it's just maps/etc. They make a product they want to ship, and once it's frozen, they can just go work on the first DLC. It tells the story of Mel, who meets a new personality core and faces an undiscovered threat to the Aperture facility.
